AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democracy just over a week before national elections.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator explained in a analysis released ahead of the late October vote.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these parties, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be closely watched across the continent for the performance of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors still undecided.

Every significant political faction have ruled out an alliance with the Freedom party, meaning the runner-up party is highly probable to supply the future head of government.

Inadvertent Prejudice Linked to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
